The Fringe Benefits Consortium Deferred Compensation Program (FBC), serving member districts in San Diego County, Riverside County, and Imperial County, is a retirement program designed to help educators build and grow their savings in order to achieve their retirement dreams. It is offered through the San Diego County Office of Education and has one of the largest and diverse investment program lineups available.

The San Diego County Schools Fringe Benefits Consortium 403(b) Plan has investment options with no front or back end load fees. Every dollar of your contribution gets invested and there is no charge to liquidate those investments.

Every pay period your contributions are used to purchase investments at different prices, so you are automatically dollar cost averaging through your payroll deductions.
San Diego County Schools Fringe Benefits Consortium 403(b) Plan participants are not charged to switch between funds or transfer money between funds.
San Diego County Schools Fringe Benefits Consortium 403(b) Plan participants are permitted to take loans on their account balance. There is a $95 one-time loan origination fee and a $50 annual loan maintenance fee. Maximum loan amounts are generally the lesser of 50% of your vested account balance or $50,000.00 reduced by the highest outstanding loan balance during the previous 12 months. Minimum loan amount is $1000. The interest rate is the Prime Rate published in the Wall Street Journal on the first business day of the month the loan is originated plus 2% and is fixed for the life of the loan.
Hardship withdrawals are allowed by the San Diego County Schools Fringe Benefits Consortium 403(b) Plan.
You may set up your account to automatically distribute your required minimum distributions at the beginning of each year.


All 403(b) products contain fees. The amount of fees varies greatly depending on the product. A slight increase in fees can substantially reduce the growth in your account which will reduce your income in retirement.
